Forgive me if this is vague or just a bit sketchy for an introduction, I'm new to this kind of thing.
My idea: Y'know, the kind of world, where the crooked and the corrupt get to the top, and of course, anything behind closed doors or underhand proves to be massive advantages for those in question.

Scene, right we'll do that here...

Year 2296. An Age of Man where Man is in its greatest splendour. Technology has come forward leaps and bounds, to set about a futuristic scene with global metroplises of state-of-the-art landscapes.

I don't know whether I can make it as black and white as Good or Bad characters, that can be assigned should you wish to have one. But a basic template for a character:

Occupation: mercinary
Biography: he was born with a defect that caused him to be able to feel no phisical pain. Seeing an opertunity, his parents sold him to a mercinary trainer, who taght him all he could in the ten years he was under his command. Now he is a young paid mercinary, looking for work
Personality: cold and doesnt show much emotion. Not trusting in others easily.
Weaponry (if applicable): Longsword and a conceiled hand gun.
Abilities (if applicable): Storng and agile, moves quickly and thinks fast, although he doesnt come off as very bright outside of battle.
Alignment (if you want): Syndacate

I'll unveil my character.

Name: Dante Silver
Age: 15
Gender: Male
Occupation: Assassin
Biography: Dante was born into a very well off family, a son of a successful investment banker and a top model. At 12, he witnessed the brutal killings of his entire family, and was spared by the man with the butterfly tattoo on his neck which made his quest for revenge burn further. In 3 years, he's climbed up the ranks for the Assassin's Syndicate, making him one of the most feared names in the world.
Personality: Cold, and remorseless, Dante rid himself of human weakness to enable his transition into the perfect killing machine. Although not Number 1 in the Syndicate, his abilities rival the highest ranking Assassin. His unearthly silver hair, earnt him the name Silver and he is a boy who had to grow up real fast.
Weaponry (if applicable): A silver katana that he wears on his back and two silver wakizahis.
Abilites (if applicable): Resonance: the ability to feel killing intent, like a mental radar, Synchronisation: Ability to maximise his proficiency with any blade by becoming one with it. Foresight: Can see into the future for a few moments.
Alignment (if applicable): Loyal to the Syndicate.

The Story and Background

Alright story idea:

Your characters can be hired guns or they can be part of global networks of professional Assassins. Your choices for the global networks are:
Actually, I've changed my mind, I will issue the preset Assassin Networks here, and you can choose to be in them. There's no limit to what role your character has, (for example, if you want to be Number 1 in the Assassin's Syndicate, get there before someone else does) or if you're creative enough, and wish it, you can begin your own Network, granted you can get others to join it, it'd be no fun if you're in one on your own, y'know? ;)
And finally, there's no limit to how many characters any one person can have. But if you are starting your own Network, only two characters from the same user can inhabit the Network.

Name: The Assassin's Syndicate:

Biography:
The oldest of all the professional networks, the Syndicate began in 2014 during the Second of the Great Wars. Their job in those days were to give any paying faction an advantage over another with discreet assassinations, and when their movements began to increase, they set about creating a coven for skilled assassins. The Syndicate as it is today has developed over the years, with the current superiors who now attribute a greater cause, a greater plan for their dealers, and have evolved the Syndicate from just plain assassins.

Conditions For Members:
By being the oldest, the Syndicate is still old-fashioned in the way they recruit. They do not accept everyone, they only accept those who have been recommended by an existing member. On recommendation, there is a practical theory exam, and then a preliminary job. It's simple, if you live: You're a member, if you die: You were never quite good enough.

System:
There are 337 members of the Syndicate. They do not like having anymore, only on rare occasions have their number ever exceeded this. The Number are assigned according to the Assassin's talents, ascending in number is descending in talents. The top 10 are called the Numbers, they're the pride and joy of the Syndicate, and also act as pest control within the faction, often being contracted to take out one of their own should they have overstayed their welcome. Number 1 is the Leader of the Assassins, and sits in on the meetings with the Superiors.

Ideals:
They no longer kill for the highest bidder, the Syndicate is known to have political reasons for the jobs they take or decline. It is clear that it wants to dominate the world of assassins, and they seem to have eyes and ears everywhere. They all live by a strict code:
1) You are one of the Syndicate until you die.
2) You don't kill because you enjoy it, you kill because you are told to kill.
3) Obedience is compulsory.
4) You do not feel. Emotions are what weaken the mind, body and soul.

Name: Death Dealers

Biography:
Since their inception in the early 2200s, the Death Dealers have started to put their foot in world affairs. They seem uninterested in the grander picture as their members are taught to enjoy the thrill of the kill. Their loyalty is determined by the highest bidder, and they are easily distinguished by red and black of their uniform and their sigil of the Grim Reaper tattooed on every member. They are fierce rivals with the Shinigami, with the similarity to the names, and ideals.

Condition For Members:
They accept just about anyone who wishes to join. Of course, a degree of proficiency is required to be demonstrated in an assessment test, but they hold no prejudices or prerequisites for members.

System:
Their numbers are unknown, but they are rumored to have Havens everywhere, spanning the entire globe. They have a Council of Importance, where 3 members from each Haven across the globe convene to talk matters.

Ideals:
1) Enjoy the thrill of the kill.

Name: The Shinigami (massive rivals with the Death Dealers!)

Biography:
The movements of the Shinigami have been catalogued for 70 years although intel are unsure to when they actually first began. In history there have been incidents where now people can attribute to the Shinigami and if this is so, they have been active for about 150 years. Like the Syndicate, they also have orchestrated their movements to be serving a purpose only known to those in their ranks. But what everyone outside them know is that they are a force to be reckoned with. They are fierce rivals with the Death Dealers as in the Breaking of 2187, some members left to being their own network, and shortly after, without any hint of coincidence the Death Dealers were formed.

Condition For Members:
Affiliation with the Shinigami seems to stem from strong family ties. There are three major families in the Shinigami, and their children and their children's children are fated to continue leading the Shinigami. The three families are the Houses of Fox, Toro and Artemis. The bloodline keep it running and when members are accepted, they are assigned to a family, and are schooled in their particular field. Once someone is part of the family, after their assessment test, they have what is called the Zanmato Seeing. This involves the heads of the Houses "seeing" into the souls of their members and then issuing them a weapon that best compliments them, except the House of Fox.

System:
House of Fox: Like the name suggests, the Fox members are the most cunning in the Shinigami. They are taught the Art of the Ninja, and are taught to fight and assassinate with anything. They are recognised by their lack of any kind of protective clothing, and they all wear fine woven garments to increase mobility. A skilled member is noticed from a not so skilled member with the size of the weapon, the more talented you are: the less garish and blatant your weaponry.
House of Toro: Not a family known for subtlety, the Toro members are forever locked in a quest for more strength and more power. They focus on the net strength of an individual and seek to liberate their "Luna" (the killing intent within), and this quest makes their members fanatical in their loyalty, and terrifying for opponents.
House of Artemis: Although not every member bears this name, the House of Artemis has earned its name from their methods of attack. They are not as hidden as the Fox, nor possess the brute strength of the Toro, they specialise in defeating their enemy before their existence is detected, through wielding projectiles. Synchronisation is the talent they require for any member hopeful, the ability to become one with your weapon, to increase the ratio of effectiveness. The Artemis is often the leader of the House, and they are the only branch of Assassins that only have female leaders.


Ideals:
Once in a family, you cannot leave, nor defect. Although they are all under the same society, family ties come first before the overall. This inter-family rivalry is what makes the Shinigami so strong.

Name: The Divine Hand Of Punishment

Biography:
This Network are the second oldest of all the Networks, although they insist that their actions began long before the 21st Century. Of course, historians can never be sure. The Divine Hand are an organisation given backing from the Church of Faith to bestow upon the world, the judgments of their Gods. Each judgment passed down, are to who the Divine Hand term as "evil" or who promote anti-religious anarachy.

Conditions For Members:
They only accept those who believe in the Church of Faith. From here, their members must be consoled to the fact that now they are not assassins, but the right hand of the Gods, the earthly contingent for the wishes of the Gods. Upon passing the ideal test, there are practical examinations to determine where you assigned.

System:
Each member serves a role within the Network, and not just in their roles as handing out punishment, they all serve time in the Churches to indoctrinate those who attend and to promote recruitment and interest in their dealings. There is not one person who believes in the world that does not grant sacred importance to the "Mission" that the Divine Hand are on.

Ideals:
1) Every action is justified by their Gods.
2) Those who do not believe, will be made to believe.
3) Those who refuse to believe then will be cleansed, by any means necessary.

They all vie for power over the other rivalling agencies, and although there has existed a treaty of truce and peace between them, rumors of hostile movements from each are enhancing the tension between them. What they are all common in, is their distrust and dislike of mercenaries, they see them as nothing more than barbarians, who, despite any of their apparent talent, are not above murderers.

Right, that's everything. I think just the competition between rivalling Networks is enough for a broad story... What do you think? If you do, it's up to one of us to break the truce. :)

Yeah you choose one AND PUT IT IN YOUR BIOGRAPHY!,
If you have already created your character and now want to be in one of them, you should begin your character's story in the practial assessment, or on their quest to be accepted or something. Be creative! :D
I went quite in depth with each one, hoping people would find their fancies in any of them. (that's if anyone's had the patience to read all of it.) But remember if you don't like them, you can make your own :)

Right, we can begin.

Dante clung to the shadows as he moved along the labyrinth of roads that made up this city. He was on a mission, the mark was a powerful drug baron, and this mark was worth a lot of money, and a lot of prestige. The prestige, he vowed, would be the Syndicate's. And he set off on the mission as soon as it was posted.
The problem with accepting broadcasted marks was that the other Networks, or any sweeper, mercenary, or any hired gun would know about it too, he would have to be fast to get to the baron before anyone else...

Biography: worked his way up to 36 in the The Assassin's Syndicate, it was a hard road with alot of bloodshed he had to brake away from The Assassin's Syndicate as his name was starting to become to well known among them he still dose the odd hit for them now and then but at the moment he now works as a hired gun

Draven help the man he was hired to protect into into a car then climbed into the back himself, he didnt know much about the man other then he was a big time drug dealer. they hadnt given much infomation about who he was protecting but with the amount they offered he didnt much care for the name of his employer, all he had to do was get him from A to B unharmed

Ecco walking quickly down a dark back street, glancing down occasionaly at a small hand-drawn map.
"They sure do a good job of keeping themselfs hidden..." He mutterd to himself as he continued on. He was looking for the Sindicate's main headquarters, although not having any luck.
"Damnit... could master have given me an even more confusing map?" He came to a door at a dead end, and looking up, he noticed how tall the building it led to was.
"THis couldn't be it... could it?"

Biography: She's the #1 of the Divine Hand of the Punishment. She's come along way to get to where she is, it wasn't all handed to her on a silver platter. She deals with the most difficult jobs of people who are cruel, and etc. She has the power to tell purity of people as soon as she meets them, and from there determines what to do about them[whether they're in danger from soemone or too someone]

Personality: She has absolute purity, even though she doesn't know or notice it. Where ever she is or whoever she's with she lightens their soul and makes everyone strangly happy and comfortable around her.

Weaponry (if applicable): Her staff wit a large cross on the end of it [she uses her powers to use this], and a holy gun[which is tricky to use]

Abilities (if applicable): To purify people who are turning to evil or unjustified actions, but this can only happen if they haven't completely gone evil. Her powers only work agaist unpure people, which can get very powerful. [she has taken drastic measures before]

Rosaline stepped out from the old abandoned mansion with her gun in her hand.She tucked it away slowly, "Oh how I detest using this." She turned to the mansion and made a cross symbol with one hand, then began to slowly walk away. "Now what is my next job...I rmember faintly the name of who I'm tracking." She arrived at a town and simply walked through with curious and somehow joyful eyes following her. These poor people...all so unpure...but I have bigger fish to catch. She headed for the towns large church on the highest point on a hill.

Rosaline reached the door of the massive elegant church, "Father John! It's Rosaline, please come out." The large door slowly began to creek open.

"Yes? Oh! Rosaline, are you here for-"

"For that assignment, I had to come all this way Father. I'd like to know who this unjustified person is." Rosaline lowered her head.

He made a cross symbol with one hand, "yes of course. Here" he handed her a sheet of paper, "But I restricted all others of the Divine Hand from doing this since he's such-"

"Yes, I understand. Thank you." she began to walk away.

"Wait, Rosaline."

"Yes?"

"He's wanted dead..."

"Yes, I've already established that, Father." Rosaline stated.

"No no, he's wanted dead from almost every network. He'll be tracked by the most skilled assassins..Rosaline, can you handle this?" He said with a full heart.

Rosaline smiled, a god's gift to anyone who recieved it, "When have I not been able to handle this?" she walked slowly away from the church, leaving Father John standing at the door of the church waving.
